Government Proposes Standard Pack Sizes for Edible Oils and Fats Under Legal Metrology Framework

The Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, has issued an advisory proposing amendments to the Standard Operating Procedure (SoP) governing the determination of net quantity and standard pack sizes for edible oils and fats under the Legal Metrology framework.

The advisory, dated 05 June 2026, has been issued following representations and suggestions received from industry stakeholders regarding the proliferation of multiple package sizes in the edible oils sector. The proposed amendments are aimed at enhancing transparency, improving ease of price comparison for consumers, and promoting uniformity in packaging practices across the industry.

Proposed Standard Pack Sizes

For major edible oils such as palm oil, palmolein, soybean oil, sunflower oil, mustard/rapeseed oil, groundnut oil, sesame oil, rice bran oil, cottonseed oil, corn oil, and blended edible oils, the Department has recommended standard pack sizes as follows:

By Volume

  • 200 ml

A notable feature of the proposal is that where the net quantity is declared in terms of volume (litre or millilitre), the package must also display the equivalent quantity by weight (kg or g). Both declarations are required to be displayed with equal prominence and in the same font size.

Scope and Applicability

The proposed provisions will apply to both domestically manufactured and imported edible oils, ensuring uniform compliance requirements across the sector. The advisory also clarifies that minor edible oils not covered under the specified categories may remain exempt from the standard pack size requirements.

Additionally, packages below 200 ml or 200 g are proposed to be exempt from the standard pack size restrictions.

According to the Department, standardizing pack sizes is expected to improve consumer awareness and simplify price comparison between different brands and package variants.
