In a major public-health move, the Odisha government has announced a complete ban on the manufacture, preparation, packaging, storage, transport, trade, and sale of gutkha, pan masala, zarda, khaini, and all food products containing tobacco or nicotine across the state.
The decision follows directions from the Honourable Supreme Court and guidelines issued by the Food Safety and Standards Authority of India (FSSAI). The prohibition has been enforced under Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, framed under the Food Safety and Standards Act, 2006.
Strong Focus on Public Health
Health officials have reiterated that tobacco- and nicotine-based chewables are among the leading causes of serious illnesses, including oral cancer, throat cancer, and damage to vital internal organs. Authorities have also highlighted the heightened risk these products pose to children and adolescents, who are often targeted through low-cost sachets and flavored variants.
According to the government, the ban was formally notified through Notification No. 2065, issued by the Health and Family Welfare Department on January 21, 2026.
Appeal to Citizens
Along with enforcement measures, the state has appealed to residents, traders, and manufacturers to strictly comply with the new regulations. Officials urged the public to support the initiative and report violations, stressing that community participation is crucial to making Odisha tobacco-free.
The government said the step reflects its long-term commitment to preventive healthcare and cancer control, aiming to reduce disease burden and protect future generations.
