New Delhi, August 7, 2025 – The Department of Fisheries, Government of India, is implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) with an estimated investment of ₹20,050 crore for the period 2020-21 to 2024-25, covering all states and Union Territories, including Tamil Nadu.
The scheme aims at the holistic development of the fisheries sector, improving the welfare of fishers and fish farmers, and addressing key gaps in the fisheries value chain — from production and quality enhancement to post-harvest infrastructure, marketing, and technology adoption.
Support to Tamil Nadu
Based on proposals from the Government of Tamil Nadu, projects worth ₹1,158.54 crore have been approved under PMMSY for the state, with a central share of ₹451.55 crore. Out of this, ₹258.46 crore has already been utilised for implementing approved projects.
Seaweed farming is being promoted as a priority activity in coastal states, including Tamil Nadu, to enhance the livelihoods of coastal communities, particularly women. Subsidies have been extended for rafts, monolines, and seed material. From 2020-21 to 2024-25, ₹77.31 lakh for 8,595 rafts and ₹123.84 lakh for 2,580 monolines have been released to beneficiaries in Tamil Nadu. Additionally, 750 fisherwomen received training in seaweed cultivation in 2018-19.
Seaweed Park and Employment Generation
On December 12, 2022, the DoF approved a multipurpose seaweed park in Tamil Nadu with a project cost of ₹127.71 crore under PMMSY. The park is expected to engage over 8,800 people directly and potentially generate employment for up to 18,000 fishermen, especially women and their self-help groups (SHGs) and fish farmer producer organisations (FFPOs).
Large-Scale Benefits in the State
From 2020-21 to 2024-25, a total of 1,83,264 fishermen and fish farmers, including women and SHGs, have benefited under PMMSY in Tamil Nadu. Subsidies released include ₹334.55 lakh to six beneficiaries for ice plant construction, ₹15.06 crore to 182 beneficiaries for insulated vehicles, and ₹1.44 crore to 10 beneficiaries for refrigerated vehicles.
The Tamil Nadu government has clarified that it does not maintain gender-disaggregated data under each component. However, awareness programmes are regularly conducted at the district level to inform potential beneficiaries of available schemes, and both men and women are selected based on willingness and eligibility.
