The Food Safety and Standards Authority of India (FSSAI) has issued a notification amending the Food Safety and Standards (Labelling and Display) Regulations, 2020. The new rules, titled the Food Safety and Standards (Labelling and Display) First Amendment Regulations, 2025, will come into effect from July 1, 2026.
The amendment focuses on improving transparency in the labeling of products containing coffee and chicory, ensuring consumers are clearly informed about what they are purchasing.
Key Highlights of the Amendment:
- Mandatory Labeling of Coffee-Chicory Mixtures:
Every package of “Coffee Blended with Chicory” or “Instant Coffee-Chicory Mixture” must carry a clear label on the front of the package stating the exact percentage of both coffee and chicory. - Revised Label Format:
The previous sub-paragraph 2.2 in Schedule-II of the 2020 regulations has been replaced. Now, the packaging must read: For Coffee-Chicory Mixture:
“Coffee Blended with Chicory – This mixture contains Coffee __% and Chicory __%” For Instant Coffee-Chicory Mixture:
“Instant Coffee-Chicory Mixture made from blends of Coffee and Chicory – Coffee __%, Chicory __%” - Public Consultation Considered:
The draft regulations were published in February 2025, inviting objections and suggestions from stakeholders. After reviewing the feedback, FSSAI finalized and notified the amendment on August 8, 2025.
Why This Matters
Coffee-chicory blends are widely consumed in India, especially in southern states where chicory is commonly added to enhance flavor and reduce cost. With this amendment, FSSAI aims to ensure consumer awareness, prevent misleading claims, and promote informed choices.
By mandating clear labeling, the regulator is strengthening transparency in the packaged food industry, allowing customers to know the exact proportion of coffee and chicory in their beverages.
When It Comes into Effect
The new labeling rules will be applicable from July 1, 2026, giving manufacturers nearly a year to adjust packaging and comply with the updated standards.
