The Department of Food and Public Distribution (DFPD), under the Ministry of Consumer Affairs, Food and Public Distribution, has amended the Vegetable Oil Products, Production and Availability (Regulation) Order, 2011 to improve monitoring and regulation of the edible oil sector.
Originally issued under the Essential Commodities Act, 1955, the order has now been updated to reflect institutional changes following the 2014 merger of two key directorates, and to strengthen data collection under the Collection of Statistics Act, 2008.
The move aims to enhance transparency, track domestic production, imports, and stocks, and enable the Government to make timely policy decisions—such as adjusting import duties or facilitating imports—to stabilise retail prices and ensure the steady availability of edible oils.
Stakeholders, including the FSSAI, Department of Animal Husbandry, and edible oil industry associations, have expressed strong support. The DFPD has upgraded the VOPPA portal with a user-friendly interface, simplified return forms, and improved compliance features.
All edible oil processors, manufacturers, and re-packers are required to register and submit monthly returns through the updated system. The new provisions also allow the DFPD to enforce data submission more effectively, creating a robust database for policy planning and national food security.
