New Delhi, August 23, 2025 – In a major bureaucratic reshuffle, the government has appointed several senior IAS officers to key positions across ministries and departments.
Rajit Punhani, a 1991-batch IAS officer of the Bihar cadre, has been appointed as the new Chief Executive Officer of the Food Safety and Standards Authority of India (FSSAI). He replaces Debashree Mukherjee, who will now serve as Secretary, Department of Water Resources, River Development and Ganga Rejuvenation.
Meanwhile, Piyush Goyal, CEO of NATGRID under the Ministry of Home Affairs, has been appointed as the new Secretary of the Ministry of Mines, replacing V L Kantha Rao, who has been transferred to the Water Resources Department.
Other key appointments include:
- Vijay Kumar, Chairman of the Inland Waterways Authority of India, named as Secretary, Ministry of Ports, Shipping and Waterways. He will also serve as OSD in the ministry.
- Alka Upadhyaya, Secretary of Animal Husbandry & Dairying, appointed as Secretary, National Commission for Minorities. She will be replaced by Naresh Pal Gangwar, Additional Secretary in the Ministry of Environment, Forest & Climate Change.
- Sukriti Likhi, Chairperson of the National Authority Chemical Weapons Convention, appointed as OSD, Department of Ex-Servicemen Welfare, Ministry of Defence. She will take over as Secretary after Niten Chandra’s superannuation on October 31. Roli Singh, Additional Secretary in the Department of Health & Family Welfare, will replace her in the Chemical Weapons Authority.
- Trishaljit Sethi, Director General (Training) in the Ministry of Skill Development & Entrepreneurship, to serve as Secretary, Central Vigilance Commission.
- Ranjana Chopra, Special Secretary & Financial Adviser in the Ministry of Culture, appointed as OSD, Ministry of Tribal Affairs.
The reshuffle also saw Atish Chandra, Additional Secretary in the Prime Minister’s Office (PMO), promoted to the rank of Special Secretary.
The appointments reflect the government’s focus on strengthening administrative leadership across crucial departments, ranging from food safety and mining to defence, ports, and minority affairs.
