Amit Shah inaugurated the Sabar Dairy (Amul Group) Plant, India’s largest facility for curd, buttermilk, and yoghurt

Union Home Minister and Minister of Cooperation Amit Shah inaugurated the Sabar Dairy Plant in Rohtak, Haryana, marking a major milestone in India’s dairy cooperative movement. The state-of-the-art facility, built at a cost of ₹350 crore, is the country’s largest plant for producing curd, yogurt, buttermilk, and dairy-based sweets.

A Boost to India’s Dairy Infrastructure

The newly launched Sabar Dairy Plant will directly benefit milk producers and serve as a major supply hub for the Delhi–NCR region, meeting a significant share of its dairy product demand.

According to Amit Shah, the plant will produce:

  • 150 metric tonnes of curd
  • 10 metric tonnes of yogurt
  • 3 lakh liters of buttermilk
  • 10,000 kilograms of sweets daily

This large-scale production will open new market opportunities for farmers and strengthen India’s dairy value chain.

Strengthening the Cooperative Movement

In his address, Shah emphasized that the Ministry of Cooperation, established by Prime Minister Narendra Modi in 2021, fulfilled a decades-old demand of Indian farmers. The ministry aims to ensure that every panchayat will have a cooperative society by 2029, enhancing grassroots participation in economic growth.

Tracing the origins of Sabar Dairy to Sabarkantha, Gujarat, he highlighted the success of Gujarat’s cooperative model, where 35 lakh women are engaged in dairy operations worth ₹85,000 crore annually. This model is now being replicated in states including Haryana, Rajasthan, Punjab, Uttar Pradesh, Bihar, and Maharashtra.

Technology and Innovation in Dairy

Amit Shah underlined the importance of adopting modern breeding technologies like embryo transfer and sex-determination techniques, widely used in Gujarat, to boost productivity in Haryana and other states.

He also encouraged organic farming, beekeeping, and biogas production as complementary income sources for rural families. Shah credited Amul for driving innovation in the dairy sector and called for similar progress nationwide.

India’s Dairy Sector Growth

Highlighting India’s remarkable dairy progress over the past decade, Shah shared key statistics:

  • Milching animals: 86 million (2014–15)112 million (2025)
  • Milk production: 146 million tonnes239 million tonnes
  • Indigenous breed output: 29 million tonnes50 million tonnes
  • Per capita milk availability: 124 g/day471 g/day
  • Farmers engaged in dairy: 8 crore

India now holds the title of the world’s largest milk producer, driven by cooperative efforts and farmer participation.

White Revolution 2.0: The Road Ahead

Amit Shah reaffirmed the government’s commitment to White Revolution 2.0, outlining several key initiatives:

  • Creation of 75,000 new dairy societies
  • Strengthening of 46,000 existing cooperatives
  • Increasing milk processing capacity from 660 lakh liters/day to 1,000 lakh liters/day by 2028–29

He emphasized that these steps will ensure direct profit distribution to farmers, particularly women involved in milk production.

Towards Dairy Self-Reliance

The government plans to establish three new national cooperative societies focused on:

  1. Animal feed production
  2. Manure and waste management
  3. Utilization of dead animal remains in the circular economy

Additionally, flagship schemes such as the National Gokul Mission, Animal Husbandry Infrastructure Development Fund, and National Animal Disease Control Program are expected to accelerate sectoral growth.

Shah stated that the goal is to make India self-reliant not only in milk production but also in dairy plant construction and R&D, thereby tripling the sector’s growth pace in the coming years.

Haryana’s Dairy Leadership

Commending Haryana’s strong dairy performance, Shah noted the state’s top-three ranking in per capita milk availability. He said that under Prime Minister Modi’s leadership, India has emerged as a global dairy powerhouse, driven by cooperative empowerment, technological innovation, and farmer-centric policies.
